Exclamation need help on my ecu tuning

i got a 1993 240sx with a ca18det motor im about to switch out tubos for a godspeed to a garret. i got a hks bow off, ebay watgage (changing to a better one also) bigger injectors and aftermarket fuel rail with 3 inch exhaust.
i called to shops down in dallas becuse i need my car tuned in after i get my garret turbo installed. there both telling me a need a piggyback system or somthinig like that. now when i bought the car the guy that owned it said the ecu is set up for 12psi boost but he turned the tubo down and now it run really rich. when i get the garret turbo i want to go to 12 psi boost and take in to a dyno chassie the get in tune in. my qustion is could my car be tuned in with my ecu or do i need to buy something to help it get tuned in ? im need to turbos so i need help in this

Are you changing the size of turbos or just getting better parts. If there's no change other than name there shouldn't be a need to tune. If you have a wideband up the boost just a bit. But you should be running rich during boost just so you don't blow anything up. If your rich at idle that has nothing to do with the turbo.

well i got a 3 inch exhaust and a t3/t4 turbo that im wanting to push 18 pounds and my fuel rail, and fuel pump has been upgraded. but i belive my ecu need tuned but i do have a problem when i get on the gas and my boost gague shows that im starting to buld boost, right at 1 or 2 pounds the motor starts to spit and it smells like the motor is running rich.

washing out the plugs? you should always have a wideband in any turbo car there's really no way to accurately tune without one get a wideband and then tell us the readings
