if the car is just your daily driver and your not into drifting i wouldnt bother getting coils. springs would be enough
 
eibach springs drop your an s13 only about 1-1/2", and if your not into drifting then i'd say get em. they will be much more compliant for daily driving. not to mention more comfortable. cutting springs will make them more react differently and it will bounce more. but you bounce a lot with 8/6k springs that come with most coilovers. so its up to personal preference. enjuku racing has isis coils for cheap, they will drop your car more than just springs, and are affordable enough for you. some dude just won the formulad pro-am event w/full isis suspension. so check em out, they might be worth considering for your application

there is a large difference between the bounce you get with cut springs and the "bounce" you get with coilovers. Coilovers are more of just a harsher ride but if set up properly you will actually have shocks that work for the full travel of the suspension. The bounce you get with cut springs is the strut bottoming out (ruining it quick) and then the rebound.

I would never cut springs on any car ever. To each their own but I believe more people will agree with me on this one. Having a good suspension vs having cut springs is a no brainer. The car will feel like it is on rails and can take on any corner when setup properly. There is just no comparison, but setting up a suspension properly does = $$$.
