Location of plug: bottom of motor, passenger side, straight down near the power steering reservoir.

Bought this car a few weeks ago been slowly getting all the necessary components to get this thing to pass smog, then I came across this little guy. Anyone have a clue where it goes? I've been searching diagrams and other peoples engine bay pics but can't seem to find where it plugs into. Could I be missing something or is this an extra plug? any help would be appreciated.
