Hi all, I'm new to this forum and to working on cars really too heh, so heads up! I'll probably sound like an idiot cause I really don't know what I'm talking about, but I've gotta start somewhere if I wanna learn.. So please be patient with me lol

Title pretty much says it, I drive an '89 240sx hatch, and my brakes are frozen. So I guess I should say drove

To go into detail about it as best as I can.. Imagine you're just standing outside of the car.. brake is pushed up towards you and waiting on you to step on it.. then you hop in the car, go to step on the brake, and it's supposed to go in.. well, mine doesn't.. It seems like it's building up pressure and isn't releasing it.. My stepdad was telling me that up under the dash that there were two "switches" one for when you step on the brake, it sends a signal to your brake lights and turns them on.. and the other one is supposed to release the pressure in your brakes.. Does that sound right? Hope so.. anyways, I crawled under the dash and found the two things he was talking about.. It's kinda.. up at the top of the brake pedal there's that one bar that starts sticking into your engine.. but then at the end of that stuff under your dash, there's two "switches" as he called them with little plastic boxes over them and wires coming out to do whatever.. But yeah, there was this tiny little white thing, like the size of the clicky part of a clicky pen lol.. and I was assuming that was the part he was saying released it.. Well, when I pulledddddd up on the brake enough, I gradually started being able to push the brake back in, although not as far as I could when I first got it, it still seems much tighter.. So, I'm guessing that's what it does or I just got lucky.. I'm not sure if it's not long enough to connect or if something else is messed up or what.. But when I took it to a mechanic place, they said $832 for parts and labor and wanted to give me a complete brake job and replace everything that had to do with my brakes.. only paid $1500 for the car so I'm not putting that much just into my brakes alone, could buy a new one for that price probably lol.. So, I'm trying to learn how to do this stuff myself as a cheaper alternative.. Anyone that can point me in the right direction?
Also, as a smaller side question.. I've got a hole in my stock air intake hose, for now there's duct tape over it, I know that's not the best thing to do, but that was my temporary fix and it runs fine for now.. I've heard I should just go ahead and put an aftermarket short ram / cold air intake on there.. Which of the two should I go for? I've heard short ram intakes get hot and cold air intakes can be easily messed up, you hit a puddle, water gets in the filter, and your engine is flooded.. Sooo... ?
Anyways, any help\advice would be much appreciated, I tried using the search button, but I've honestly got no idea what exactly I'm looking for here, so I apologize if this has been addressed or if it's a common problem, but I'm not entirely sure what my problem technically is, so it's hard to search for it haha..
Also, I'm not using this car for any kind of drifting or racing of any sort.. I just casually drive it, but I love the handling on my 240 and won't drive anything else.. So, yeah.. I'm not looking to turn it into some kind of huge performance beast, I'm just looking to fix it so I can drive to and from the grocery store heh
