i'm going to lower my car a half inch rear and and inch up front. i usually have access to a lift at my school but since school just barely started we are not allowed to use the hydraulic lifts or work on our cars for another 2 weeks. so i am stuck during this at home.

so i was wondering can i get a even drop if i lower my car with the tires on and on the pavement? or would it be best to have it up on jack stands and tires off?

wheels/tires off, on stands.
it'll take a few times to even it out.
make sure you use a tape measure to measure your ride height from the middle of your centercap to the fender lip.
you'll get it even after a few tries and a little math.
also remember that your fender lips are at different heights front and rear, so measure from the frame rails to the ground too.
