t3/t4 turbo install. how do I plug wastegate

I have just purchased a t3/t4 turbo, with no internal wastegate. it only has the hole for it. I figured that I could just cover it with a 5 bolt flange and call it good. however I am not getting any boost (once I got 2.5 lbs) and when the vacume hits zero I am getting a high pitched noise, I believe this is due to the wastegate hole not being sealed properly.

so my question is, does this sound like I am right about why I am not getting any boost and loud high pitched noise at zero vacuume? and how do I go about properly sealling the waste gate hole that has no flapper to weld? thanks.

by the way I am running an external tial wastegate.

Yes you need to weld it closed do you have a external wastegate installed? If you are not getting any boost it could be because your wastegate is stuck open or you need to check your lines off the compressor housing to the wastegate.

yeah a bead seal would work too, good one PACMAN, less work involved, NICE
At Wal-Mart, they have a high temp silicone (the red stuff since is has a bigger heat range, not the blue) for $2.50 a tube I think.
