Refurbished/Remanufactured racks were always hit or miss. If you were super lucky, I know of two companies who USED to buy OEM new parts and sell them as remanned units just to get business even if they were losing a lot of money. All of this would have happened 2-3 years after the cars were new.
I believe the factory service manual has a procedure for rebuilding the rack, that you can try if you think yourself capable or just shell out the money and get it done.
I would totally find someone parting out a car to buy their rack and keep it as a spare.
