How much would I be looking to spend if I removed the engine, took it to a shop (with the new parts supplied) and asked them to build it?

Because I'd rather have it done sooner than later, I don't have much time on my hands.
 
That depends on the shop, go down to what ever shop your looking at to do the work and ask them

Tell them Nissan 240SX KA24DE
It's a 2.4 4 Cyl.
Cast Iron Block
Aluminum Head
Dual Cam

n/a is fun but it depends on your intentions for the car. my car is a drift slut now. (formula D legal) and my n/a ka is starting to hold me back at local comps cause its hard to keep up with turbo guys. i know not everybody is into drifting but its something to think about. the mani you picked out isnt work the money for an n/a motor. you money will be better spent in other goodies since its not boosted the huge chamber is gonna drop you lower end torque and thats what makes n/a motors so fun. if you run single cam pistons be ready to get valve reliefs cut in the pistons cause a 248/248 cam setup is pushing it on clearance. a full port job on the factory intake mani and head will make a huge difference. 4-2-1 header is a must. i would go with nothing more then 330cc injectors and a 255 fuel pump. you wont make enough power to max those out. and there is alot of little things you can do like light weight flywheel, one piece aluminum driveshaft, electric water pump, and crank scrapper/ windage trays will also help out a lot. but if your looking for cheap power n/a is not the way to go. n/a motors are more of a novelty item they are rare and quick but by no means are they fast.

edit: cams are gonna be the main thing on a n/a motor. brian crower are junk for n/a my buddys stage 1 cams actually made his motor slower untill about 4700 which on a ka sucks. the best bet for cams are PDM they make n/a specific cams. they have the staggered cut cam lobes to simulate a (variable cam duration) its a cool setup but they are $$$
