that's a pretty good way to look at it. Personally, I don't like any car that puts looks first. I hate show cars that don't get driven or raced. I love race cars, whether they look stock or not. my car has an rb20 swap, bolt ons, some custom fabbed engine bay stuff, and I just put on 300zx wheels and brakes, the first non engine performance upgrades I have ever done to my car. I was beating most anyone who would call me rice before It looked like anything. Actually, my car has always been liked by import and domestic guys, and that probably goes for alot of 240's (not the riced out ones).
If your car is so fast that noone can beat you, and they call you a ricer then it doesn't really mean shit, but if someone decides your prelude is rice because it has a gtr bumper, well you can't really back yourself up. You spent your money on looks first, so I would generally call you a ricer, even though your prelude is by far not the most tasteless thing out there. not to flame though.
to actually answer your question, civics (and most hondas) are so common and generally not that fast, that they get called ricers a lot. I see more swapped 240's than kitted ones, so I think they are a car that people build for performance, and they get a lot of respect on the road. you will hardly ever be called a ricer in a swapped, clean looking 240, you may get called it in a slow, stock engine, clean looking 240 ( but probably not) and you will definitely get called a ricer w/ a stock engine, no performance mods, ugly kitted 240.
