Head lights wont go down, help

So to start off, yes I've searched. Just bought a 90 coupe. The guy told me the headlights we're finicky. So he always left the switch pushed in just in case. Well I turned it off and used the headlights normal. They we're popping up and down correctly for about 2 days. Than got stuck up.
Ok, so I manually turned them down, turn my headlights on, they did not go back up. So I turned them back up manually. If my head lights are on, and up, I manually went to.turn them down and they popped down and back up. Every time. So the motors work. But doesn't make sense.

Check fuses and relays then the switches. Process of elimination. If motors work then are they getting power. If not why most common is fuse relay. Then look for a short in the switches. After that would be tracing wires for either a brake or loose connection. But also check those connections when looking at fuse and relays.

If you're down for the work, locate the involved wires(at the motor,leading away from the motor etc) and thoroughly check them for damage or corrosion, anything of the sort. Like the others stated, check fuses and relays. Sounds to me, theres one way flow in the circuitry that allows the motors to get power for a one time initiation but then it shorts the circuit after, not allowing any power to run through the circuitry until its reset again, which may be when you turn off the ignition etc . Another suggestion would be to get the FSM and locate all your involved wiring setup, then go ahead and work along them to find your fault(s).
It may seem like a lot of work if you're a lazy guy, but its gonna be fun as fook, plus you get to know your car slightly better.
